The first half of the book describes mainly the arrest and incarceration details of James Richardson. He is the only person who is actually a threat to both sides of the super power universe, as soon as he realises what he truly wants nothing can stop him. The case was sent back to the original court and Richardson was resentenced to three years in state prison. They are not simply minor antagonists, but are fully fledged villains who are so prominently unpleasant that their exits from the plot are accompanied by short songs from the factory workers.

It is just that for any story, with a hero, to work the hero needs to end up seeming braver and mightier than the villain because that's the only way that a hurdle can overcome the person trying to jump over it round 1 analogy reference.
